The Ordo Hermetica has once more sent forth it's young to make a comfortable new colony in newly "discovered" lands outside the reach of the Church.

Cultural collision, building roads and civilization as well as fortifications for the use of the colonists. And yes, everyone at this point of history believed strongly in the burden of uplifting the primtives and dragging them kicking and screaming into civilization.
